By undertaking training of multidisciplinary workgroups, the Commission seeks to define necessary mechanisms to tie BHC activities together with programs managed by local and state public health authorities.

In this area, the Commission promotes prevention and advocacy for HIV/AIDS and Tuberculosis, treatment adherence, and safer sex practices; it also organizes community-based health promotion and prevention activities to provide surveillance monitoring for timely follow up of reported binational cases.

To prevent infections, the commission seeks to increase the rate of continuing education and training for public health and healthcare personnel who periodically evaluate the population. It also seeks to plan and organize binational forums on infectious diseases to maintain health indicators in collaboration with the public health authorities within the 10 Border States.
